Fill a big saucepan with water and bring it to a boil.
Boil the pasta for approximately 9 minutes until soft.
Once done, drain the pasta and set aside.
Spray a large nonstick pan with cooking spray and heat it over medium-high heat.
Add the cauliflower and garlic to the pan and cook, stirring occasionally, until the cauliflower is tender, which takes approximately 4 minutes.
Transfer the cauliflower mixture to a blender.
Add the milk, salt, and black pepper to the blender and blend until the mixture is smooth.
Add the cheese and blend until the sauce is well mixed.
Pour the sauce back into the same pan.
Add the pasta to the sauce and stir to mix well.
Cook over medium heat for 3 minutes until heated through.
