Boil the pasta according to the directions on the package, but don't add salt.
Using a colander, drain the pasta, and rinse with cold water. Return to saucepan and set aside.
In a small mixing bowl, break up tuna. Add tomato, celery, and bell pepper. Stir to mix.
Add contents of small mixing bowl to the pasta. Stir to mix.
In the mixing bowl, add ground red pepper, salsa, and mayonnaise. Mix well.
Add salsa mix to the pasta and toss to mix.
Transfer to a serving bowl, top with green onions, cover, and refrigerate to chill.
