Using a large mixing bowl, add margarine, ½ cup white sugar, ½ cup brown sugar, vegetable oil, and powdered sugar and cream until smooth. One at a time beat in eggs, stir in vanilla.
In a separate bowl, combine baking soda, flour, salt, and cream of tartar; stir into the wet mixture. Stir in pecans.
Roll dough into 1 inch balls and roll in remaining white sugar.
Line cookie sheet with parchment paper, place cookies approx 2 inches apart
Bake 10 - 12 minutes, or until the edges are golden brown.
