In a mixing bowl, add flour, sugar, baking powder, and salt. Stir to mix well.
Cut in the butter until the mixture is crumbly.
Add milk and stir until soft dough forms.
Drop by spoonfuls into a boiling stew.
Cover and simmer for 15 minutes.
