Arrange tortilla chips in a single layer, close together, on a nonstick baking sheet.
Coat a large skillet with cooking spray and heat over medium.
Add ground beef and cook for 3 to 4 minutes, breaking it up as it cooks.
Season beef with oregano and salt.
Stir in fire-roasted tomatoes and refried beans.
Cook for 3 to 5 minutes, stirring occasionally, until heated through.
Spoon the beef mixture evenly over the chips.
Sprinkle shredded cheese on top.
Broil for 30 seconds to 1 minute until the cheese melts.
Remove from broiler.
Top with chopped fresh tomato, scallions, and jalapeños.
