Place the steak, soy sauce, garlic, ginger, and red pepper flakes into a large zip-close plastic bag.
Squeeze out the air from the bag and seal it. Then, turn the bag around to make sure the beef is coated.
Put the bag in the refrigerator and remember to turn it every now and then. Let it stay there for at least 30 minutes or even overnight if you want.
Heat up a large deep nonstick skillet or wok on high heat until it gets really hot. You can check by dropping a small bit of water in the pan and seeing if it sizzles.
Add the oil to the skillet and move it around so that it covers the surface.
Put the beef into the skillet and stir it around until it turns a light brown color. This should take about 3 minutes.
Use a slotted spoon to transfer the beef to a plate.
Add the broccoli and onion to the skillet and stir them around until the broccoli becomes a bright green color. This usually takes about 3 minutes.
In a small cup, mix together the orange zest, orange juice, and cornstarch until it becomes a smooth mixture.
Pour the mixture into the skillet and stir everything together. Keep stirring until the sauce thickens and starts to bubble. This should take about 1 minute.
Add the beef back into the skillet and stir it around until it's heated through. This takes about 2 minutes.
