Line a large, rimmed baking sheet with parchment paper and spray it with cooking spray.
Place cauliflower florets in a food processor and process until they have a rice-like consistency.
Transfer the processed cauliflower to a large bowl.
Add 1 cup of cheese, eggs, flour, oregano, garlic, salt, and pepper to the bowl.
Stir everything together until it's well combined.
Spoon the mixture onto the prepared baking sheet, forming two 8-inch circles.
Smooth out the mixture with the back of a spoon to make an even layer.
Bake in the oven until the bottom turns medium brown, which should take about 20 minutes.
Carefully flip each crust over.
Bake for another 10 minutes until the crusts are evenly browned.
Spoon ½ cup of sauce over each crust.
Sprinkle each with the remaining ½ cup of cheese and add half of the pepperoni to each.
If you like, sprinkle with any additional seasoning you prefer.
Bake until the cheese has melted and everything is heated through, which might take about 5 minutes. You can broil it for the last 5 minutes to brown the cheese more if you like.
Cut each pizza into 4 slices and serve.
