Add powdered sugar to peaches and toss until sugar dissolves.
Arrange peach slices in several layers in an 8-inch square baking pan.
Sprinkle raspberries over the peaches.
In a large bowl, combine flour, 3 tablespoons of granulated sugar, baking powder, baking soda, and salt.
Cut butter into small pieces. Add butter to flour mixture. Work butter into flour mixture with a fork or pastry cutter until it looks like coarse crumbs.
Add sour cream and vanilla extract to the flour mixture. Mix with a fork until dough forms.
Place dough over the fruit in the baking pan.
Sprinkle remaining ½ tablespoon of sugar over the top.
Bake for 40 to 45 minutes, until the top is golden brown and fruit is bubbling.
Let cool for 10 minutes before serving.
