In a mixing bowl, combine apples, oats, flour, baking soda, baking powder, brown sugar, cinnamon, salt, milk and oil.
Spoon batter into cupcake liners.
Bake approx 15 to 18 minutes or until a toothpick inserted into center comes out clean.
Leave in muffin tin to cool for approx 5 minutes.
Place on cooling rack to cool.
