Adjust the oven racks to the upper and lower thirds and heat your oven to 350°F. Line two large baking sheets with parchment paper.
In a medium bowl, mix the pastry flour, baking soda, cinnamon, and ground ginger with a whisk.
In a larger bowl, whisk the oil, molasses, egg, and fresh ginger until it's smooth. Then, mix in 1 cup of sugar.
Add the flour mixture to the large bowl and stir everything together. Let this dough sit for about 10 minutes.
Pour the remaining 3 tablespoons of sugar onto a small plate. Make 36 small dough balls, about 1 inch each.
Dip the top of each dough ball in the sugar and place them on your baking sheets. Make sure they are about 2 inches apart, sugar side up.
Bake the cookies for 10 to 12 minutes. They should be cracked on top, soft in the middle, and firm around the edges.
After taking them out of the oven, let them cool on the baking sheets for 2 minutes.
Use a spatula to move the cookies onto racks and let them cool down completely.
Once cool, store your cookies in an airtight container.
