In a small saucepan, put together the broth, milk, flour, salt, and a pinch of cayenne pepper.
Cook this mixture on medium-high heat until it becomes thick and starts bubbling, which should take about 4 minutes.
Add the broccoli and scallions into the saucepan and cook for an extra minute.
After that, take the saucepan off the heat, and mix in the cheddar cheese.
