Place the oven rack in the center position and heat the oven to 350°F.
Crumble the sausage meat into a large saucepan. Cook it over medium heat until browned, stirring frequently, for about 4 minutes.
Remove any excess fat from the saucepan.
Add the onion and bell pepper to the sausage. Cook this mix for about 3 minutes, stirring frequently, until they soften.
Add the tomatoes, peas, tomato paste, oregano, basil, thyme, fennel seeds, salt, and pepper to the saucepan. Stir everything together.
Let the mixture simmer, then lower the heat. Leave it to cook without a cover for 5 minutes, stirring now and then.
Stir the cooked pasta and half of the cheese into the saucepan.
Evenly spread this mixture into a 9- X 13-inch baking pan.
Sprinkle the rest of the cheese over the top.
Bake in the oven for about 20 minutes. You'll know it's done when the cheese melts and the casserole bubbles.
After baking, let it cool at room temperature for 10 minutes.
Slice into 8 equal sized pieces and serve.
