Heat oil in a large nonstick skillet over medium-high heat.
Add the onion, bell pepper, and garlic to the skillet and sauté for 3 minutes.
Take the skillet off the heat and let the mixture cool down.
In a large bowl, mix together the cooled onion mixture, cheese, breadcrumbs, Italian seasoning, ketchup, salt, pepper, and egg.
Add the turkey to the bowl and stir until everything is just mixed.
Place the turkey mixture into the sprayed loaf pan and level it out so it's flat on top.
Bake it in the oven for 35 minutes.
In a small bowl, stir together ketchup, sugar, and mustard.
Spread this mixture over the meatloaf and return it to the oven. Bake until the inside temperature reaches 165°F, which should take about 10 to 15 more minutes.
After baking, remove the meatloaf from the oven and let it cool for 10 minutes.
Take the meatloaf out of the pan and cut it into 6 equal slices.
